SBEU have prepared our proposals for a new CA to the Sarawak Commercial
Banks Association. The proposals, to be effective 1.1.2003 to 31.12.2005
are compiled after receiving feedback from members.
Amongst the highlight is a proposal for a performance related remuneration
system (PRRS). SBEU is one of the 1st Unions to propose such a system.
Though highly controversial, SBEU believe that PRRS will be beneficial to
all members in the long term. By having such a system in the CA as
follows, SBEU can prevent abuses.
Annual increment shall be based on a performance related system that
takes into account the individual employee performance, the bank
performance, the nature of the job, the banking industry performance and
other relevant factors. These factors shall be consolidated through a
matrix system to be agreed upon between the bank and the union.
The individual performance shall be appraised through an open appraisal
system. Such system shall amongst others, have the following features:

Clear and objective targets for the employee shall be set and agreed with
the employee - such targets shall take into account the views of the
employee and the union

The Bank shall provide the union with relevant details of the grades
awarded to each employee

Where an employee is not satisfied with his appraisal, he may invoke the
Grievance Procedure under Article 4.
The bank shall provide full disclosure of all related statistics and
accounts including management accounts when determining bank performance.
Training shall be provided by the bank for the union officials, IRCs and
managers in managing the performance related remuneration system and the
appraisal system
Members can still give their views and suggestions to reach SBEU HQ by
30th January 2003.
Please note that these are still proposals that have yet to be agreed to
by the Banks and Finance Companies. We expect to receive the counter
proposals from SCBA by end of February 2003 and negotiations to begin by
end of March 2003. Similar proposals will also be submitted to Finance
Companies.
Below is a summary of the various proposed
new/improved benefits:
1.
SALARY
- Increase by 30% across the board
- Based on salary as at 31.12. 2002
- annual increment at least 6 %
2. BONUS
- To include Sarawak Allowance
3. RETIREMENT BENEFITS
- Banks to Contribute 18% of Wages (present
16%)
- Age of Retirement increase from 55 to 60
years;
4. TRANSPORT ALLOWANCES
- Car: 55cts to 80cts, Motorbike; 45cts to
70cts
5. SUBSISTENCE ALLOWANCE*
6. RELIEF/ACTING ALLOWANCES
- $50 a day for acting a higher position
7. ENTERTAINMENT ALLOWANCE
- Reimbursement of Entertainment expenses
incurred whilst on marketing duties
8. HOUSING ALLOWANCE
- $100 per month for all employees who do not
have staff housing loan
9. MEAL ALLOWANCE
- Increase from $10 to $20.
10. SEXUAL HARASSMENT*
- To include code of conduct for prevention of
Sexual Harassment at Workplace
11. LOANS/ADVANCES
- Housing Loans of at least $160,000.00
- Vehicle Loan - 36 months gross salary.
- Computer Loan - Interest free $5000
- Sarawak Allowance and Bonus to be taken into
account
12. UNIFORMS
- 6 suits plus one belt, annually for non
-clerical.
- 2 pair of leather shoes
- Laundry allowance increase from $45 to $60
13. TRANSFER
- Housing Allowance at least $550 a month
- Relocation expenses of $5,000
- Return Airfare twice a year for family
- Settling in accommodation and subsistence
allowance for entire family.

MEDICAL BENEFITS
- Full Medical Benefits to cover parents (above
56) and children under 21 yrs (previous 18 yrs)
- Limit increase to $3000 from $1000 per year
15. DENTAL BENEFITS*
- Increase from $200 to $400 per year
16. MATERNITY BENEFITS
- Pre-natal and post natal care to be included
- Maternity leave increase from 60 to 90 days
- Delivery charges increase from $500 to $1000
per confinement up to 5 confinements.
17. CHILD CARE ALLOWANCE
- Increase from $600 to $1200 per year Include
male employees
- Age of Children increase from 7 to 12 yrs.
18. SICK LEAVE
- Reduce Sick leave from 25 calendar days to 20
days but increase hospitalisation leave from 35 days to 40 days
19. SPECIAL LEAVE
- Marriage Leave increased from 10 to 20 days
- Serious illness - 2 increase to up to 6 days
- Disasters from 2 to up to 4 day
- Paternity leave increase from 3 to 7 days
20. INSURANCE
- Death increase from $120,000 to $150,000
- Disablement increase to $200,000
- Coverage to include causes due to illness.
21. HOURS OF WORK *
- 9 TO 5 PM INSTEAD OF 5.30 PM
22. OUTSOURCING/CONTRACTING OUT
- Specific guidelines as to what constitute
consultations
23. CASH SHORTAGES
- Bank shall not invoke disciplinary action
unless involving fraud.
